Regents Scholarships

Full-Tuition Scholarships at University System of Maryland Institutions

The Regents Scholars Program is the most prestigious scholarship awarded by the University System of Maryland. The Gross,  Kelly, and Weinberg scholarships cover the entire cost of in-state tuition, mandatory fees, on-campus room and board as well as providing a stipend to defray other academic expenses. Generally, they award 3 Regents for full-time students and one Regents for a part-time student and up to five partial transfer scholarships for all Maryland Community College transfer students. Early College Students apply as Freshmen to Maryland state institutions, so they are not eligible for this scholarship

Regents Scholars are selected on the basis of demonstrated academic ability. Strong motivation, exceptional character and a record of extracurricular accomplishments are also factors in the selection process. Preference will be given to Maryland residents (both U.S. citizens and permanent residents). The deadline to submit the Regents Scholarship Application Packet to the portal is on June 15. Students may apply for more than one of these scholarships but can submit one set of required documents as well as application forms for all the scholarships for which they want to be considered. Please remember the University of Maryland System sets the eligibility and the criteria for these scholarships.

Eligibility:

  • Be a Maryland resident (see USM policy on residency for admission and tuition (PDF, Get Adobe Acrobat PDF Reader. Link opens in new window.) ); 
  • Have completed an associate degree or at least 56 credits by the end of the semester in which they are applying; 
  • Be seeking their first bachelor’s degree; 
  • Be academically strong; 
  • Enter a USM institution within the academic year that follows their graduation from the community college or following the semester in which they completed 56 credits there; 
  • Not be an early college high school student—those students apply to USM as high school graduates with advanced standing, and they are eligible for freshman scholarships and housing; and 
  • Apply by June 15, 2026.

  2. The student application includes: 
    • Application form (PDF, Get Adobe Acrobat PDF Reader. Link opens in new window.) (enclosed); 
    • Personal statement related to their goals (see prompt); 
    • At least one letter of recommendation from the community college; 
    • A second optional letter of recommendation; 
    • Official transcripts from all colleges attended; and 
    • Up to two items that provide evidence of the student’s scholarly or creative activities (e.g., pdf of a research poster; photo of a sculpture display).
    • Recommenders may provide a letter of recommendation via email to spetty@usmd.edu by June 15, 2026.

 

Additional Helpful Information 

To be considered Maryland residents you must meet all of the following conditions:

  • Own, rent, or occupy living quarters in Maryland
  • Keep most of your personal property in Maryland
  • Pay Maryland income tax on any of your earned income
  • Register all vehicles in Maryland
  • Have a valid Maryland driver’s license (if you drive)
  • Be registered to vote in Maryland (if you are registered to vote)
  • Receive no public assistance from another state or entity
  • Be active duty military (or a dependent of) stationed in Maryland; or
  • Be Maryland residents in the military who are stationed elsewhere

To be considered independent, you must meet at least one of the following conditions:

  • You are age 24 or older
  • You are married
  • You are a graduate or professional student beyond a bachelor’s degree
  • You have a dependent other than a spouse
  • You are a member or veteran of the U.S. Armed Forces
  • You are an orphan, foster child, or ward of the court
  • You are emancipated or in a legal guardianship
  • You are an unaccompanied homeless youth
